City of Pleasanton
Sewer Rate Study Report

Water Resources Economics
7
Figure 1-1: Projected O&M and Replacement Fund Balances (Status Quo)

1.9 PROPOSED FINANCIAL PLAN
Overall annual increases in sewer rate revenues resulting from rate increases are referred to as
“revenue adjustments.” WRE worked with City Council and City staff to determine the most
appropriate financial plan scenario, which is shown in Table 1-4.

The proposed financial plan scenario includes four years of revenue adjustments, which are
required to maintain financial sufficiency and resiliency, and three debt issuances in FY 2028
through FY 2030 to fund $28.0M worth of CIP. Significant projects include pipe bridge and siphon
improvements as well as lift station, generator, and pipeline replacements intended to meet
current sanitary sewer system regulatory requirements outlined by the SWRCB and City Council-
approved SSMP on sewer inspection, maintenance, cleaning, repair, and replacement.

Table 1-4: Financial Plan Scenario (Proposed)
Line Fiscal Year Effective Date Revenue
Adjustments Debt Issuance Debt Proceeds
for CIP
1 FY 2027 1/1/2027 100.0% $0 $0
2 FY 2028 7/1/2027 10.0% $6,122,449 $6,000,000
3 FY 2029 7/1/2028 10.0% $16,326,531 $16,000,000
4 FY 2030 7/1/2029 10.0% $6,122,449 $6,000,000
