City of Pleasanton
Sewer Rate Study Report

Water Resources Economics
17
most appropriate when some existing capacity is available to new users, but capacity
expansion is still necessary to accommodate long-term demands.

WRE recommends the Buy-In Method for the City’s sewer connection fees because the existing
system has remaining capacity to serve new customers. Table 1-9 shows the sewer connection
fee calculation based on the Buy-In Method. The proposed sewer connection fee per equivalent
dwelling unit (EDU) (Line 3) is calculated based on dividing the value of the existing system (Line 1)
by existing EDUs (Line 2) and represents an increase of approximately 304.5% to the current
sewer connection fees (Line 6).

Table 1-9: Sewer Connection Fee Calculation
Line Connection Fee Calculation Value
1 Existing System Value (Buy-In) $75,289,895
2 Existing EDUs 33,467
3 Proposed Connection Fee per EDU $2,250
4 Current Connection Fee per EDU $556.24
5 Difference ($) $1,693.76
6 Difference (%) 304.5%

1.13 PROPOSED SEWER CONNECTION FEES
Table 1-10 shows the current and proposed sewer connection fees based on the results of the
sewer connection fee study. Sewer connection fees are calculated for each customer by class by
multiplying the connection fee per EDU (Table 1-9, Line 3) by the EDU ratio for each class. WRE
recommends updating the Apartment and Mobile Home EDU ratio to match the Condominium
EDU ratio in line with the proposed sewer rate structure changes.

Table 1-10: Proposed Sewer Connection Fees
Line Sewer Connection Fees EDU
Ratio Factor Current
Fee
Proposed
Fee
Difference
($)
Difference
(%)
1 Single-Family Dwelling Unit 1.0000 per house/unit $556.24 $2,250.00 $1,693.76 304.5%
2 Townhome, Townhouse, Duet, Duplex 1.0000 per unit $556.24 $2,250.00 $1,693.76 304.5%
3 Auxiliary (Secondary) Dwelling Unit 0.0040 per square foot $2.22 $9.00 $6.78 305.4%
4 Condominium 0.7000 per unit $417.18 $1,575.00 $1,157.82 277.5%
5 Apartment, Mobile Home 0.7000 per unit $367.12 $1,575.00 $1,207.88 329.0%
6 Regular (low)
7 Auditoriums 0.0091 per seat $5.06 $20.48 $15.42 304.6%
8 Auto body shops/Auto dealers 0.0005 per square foot $0.28 $1.13 $0.85 301.8%
9 Banks, Financial Offices 0.0003 per square foot $0.16 $0.68 $0.52 321.9%
10 Barber shops / Beauty shops 0.0014 per square foot $0.76 $3.15 $2.39 314.5%
11 Bars, Cocktail lounges, taverns (w/o
dining) 0.0016 per square foot $0.89 $3.60 $2.71 304.5%
12 Bowling alleys 0.0014 per square foot $0.78 $3.15 $2.37 303.8%
13 Car washes 0.0077 per square foot $4.29 $17.33 $13.04 303.8%
Page 169 of 923
