City of Pleasanton
Sewer Rate Study Report

Water Resources Economics
25
REVENUES FROM CURRENT RATES
Table 2-5 shows the calculated sewer rate revenues for the study period based on the effective
rates and the projected units of service. The bi-monthly fixed charge revenue for Residential
customers in the City of Pleasanton, Ruby Hill, and Castlewood service areas (Lines 4, 15, and 26)
is calculated by multiplying the effective bi-monthly fixed charges (Table 2-2, Lines 3-6) by the
projected DUs (Table 2-3) for six billing periods.

The consumption charge revenue for Commercial and Institutional customers in the City of
Pleasanton, Ruby Hill, and Castlewood and Alco service areas (Lines 8-9, 19-20, 30-31) is
calculated by multiplying the effective consumption charges (Table 2-2, Lines 10-20) by the
projected billed consumption (Table 2-4).

Note that customers in the Castlewood Service Area are charged 7.785% of all Pleasanton
charges, which is accounted for in the Castlewood calculated revenues (Lines 26 and 30).
Additionally, the total value of charges collected from Industrial customers in FY 2025 is projected
forward for the study period, assuming no changes in accounts or demand (Line 35).
