City Council Minutes Page 3 of 7 June 2, 2026 <br />(Planned Unit Development–Open Space–Agriculture and Grazing/Open Space– <br />Public Health and Safety/Low Density Residential/Housing Opportunity Zone) <br />Districts to PUD–OS-A&G/OS-PH&S/LDR (Planned Unit Development–Open <br />Space–Agriculture and Grazing/Open Space–Public Health and Safety/Low <br />Density Residential) Districts; (4) A Planned Unit Development (PUD-130) to <br />construct 28 detached single-family residences, demolish and reconstruct two <br />existing single-family residences, and install related on- and off-site improvements <br />and infrastructure; and (5) A Vesting Tentative Tract Map (Tract 8569) to subdivide <br />parcels totaling 128.5 acres into either single-family lots or private and public open <br />space; and <br />B) Adopt Ordinance No. 2307 approving a Pre-Annexation and Development <br />Agreement. <br />Library and Recreation <br />Item 4 was pulled for additional discussion. <br />Public Works <br />5.Adopt resolutions preliminarily approving the Engineer’s Reports for Landscape <br />Maintenance Districts 1984-1 (Ponderosa-Del Prado), 1993-1 (Windsor), 1993-2 <br />(Bonde Ranch), 1994-1 (Oak Tree Farm), and 1995-1 (Moller Ranch), declaring the <br />City’s intention to assess the properties for the cost to operate and maintain the <br />districts; and setting July 21, 2026, at 7:00 p.m. as the date and time for the public <br />hearing <br />Recommendation: Adopt Resolution Nos. 2026-043, 2026-044, 2026-045, 2026- <br />046 and 2026-047: <br />1.Preliminarily approving the Engineer’s Reports for Landscape Maintenance <br />Districts 1984-1 (Ponderosa-Del Prado), 1993-1 (Windsor), 1993-2 (Bonde <br />Ranch), 1994-1 (Oak Tree Farm), and 1995-1 (Moller Ranch); <br />2.Declaring the City’s intention to assess properties for the cost of operating <br />and maintaining the districts; and <br />3.Setting July 21, 2026, at 7:00 p.m. as the date and time for the public <br />hearing and authorizing the City Clerk to publish a notice of annual hearing <br />in accordance with California Streets and Highways Code section 22626(a). <br />6.Accept public improvements performed by Bay Cities Paving & Grading, Inc., for <br />the Hopyard Road at Owens Drive Intersection Improvements Project, CIP <br />No.15525 and approve budget amendments <br />Recommendation: <br />1.Accept the Hopyard Road at Owens Drive intersection improvements project <br />Page 24 of 923
