On May 5, 2026, the City Council preliminarily
approved the Engineer’s Reports for both proposed districts, ordered Proposition 218 property
owner assessment ballot proceedings, and set July 21, 2026, at 7:00 p.m. as the date and time
for the public hearing. Official ballots and notices of the public hearing were mailed to all record
owners within each proposed district on May 15, 2026.

The public hearing will allow the City Council to receive public testimony, accept final
submission of assessment ballots, and tabulate the results of the returned ballots. Ballots are
weighted according to each parcel's proportional assessment obligation, rather than counted
as one vote per parcel. For example, a ballot from a parcel assessed $500 carries five times
the weight of a ballot from a parcel assessed $100. A "majority protest" exists if the weighted
value of the returned "No" ballots exceeds the weighted value of the returned "Yes" ballots. If
no majority protest exists, the City Council may adopt resolutions confirming the Engineer’s
Reports and ordering the levy of assessments for fiscal year (FY) 2026/27. If a majority protest
exists for either district, the proposed assessment for that district may not be imposed, and the
corresponding existing district will continue to operate under its current assessment structure.

Staff recommends that the City Council conduct the public hearing, direct the City Clerk to
tabulate the assessment ballots, and, if no majority protest exists, adopt the resolutions
ordering the levy of the proposed assessments for each district. The proposed assessments
would take effect upon adoption of the resolutions.

RECOMMENDATION
1. Conduct the public hearing on the proposed assessments for Ponderosa-Del Prado
Landscape Maintenance District 2026-1 and Bonde Ranch Landscape Maintenance
District 2026-2;
2. Following the close of public testimony, direct the City Clerk to tabulate the assessment
ballots returned for each proposed district;
3. If no majority protest exists, adopt a resolution approving the Engineer’s Report,
Page 281 of 923
