Federal HOME funds received through the Alameda County
HOME Consortium have also historically been appropriated through the HHSG process.

The City received nine (9) applications from agencies providing housing services, totaling
$402,075 in funding requests. Staff is recommending that all of these agencies be funded at
their full funding request, as each received a score above 75 (out of 100). Abode Services’
Rapid Re-Housing Program, as in the past, will continue to be funded with both HOME funds
for the rental subsidies and LIHF funds for administration costs.

Full details are provided in Attachment 1, Table A.

EQUITY AND SUSTAINABILITY
The HHSG program provides grant funds to non-profit agencies to support programs and
services that benefit low-income Pleasanton residents, unhoused individuals at risk of
becoming unhoused, individuals with special needs including seniors, those with food
insecurity, and victims of abuse, among others. These grant funds help vulnerable populations
to remain part of the Pleasanton community and provide them with the support and assistance
they need.

OUTREACH
The Request for Qualifications (RFQ) was posted on the City’s website and published through
the City’s public bidding process. Applications for HHSG funding were solicited within the
application period. The HHSG process was publicized in Tri-Valley news outlets. Applicant
agencies have been informed of the public hearing meeting.

STRATEGIC PLAN ALIGNMENT
This action advances multiple strategies in the ONE Pleasanton Citywide Strategic Plan:
• Building a Community Where Everyone Belongs, Strategy 12 – Implement the results of
the Human Services Needs Assessment and streamline housing, human services, and
community grant programs to increase program participation and access
• Building a Community Where Everyone Belongs, Strategy 6 – Implement the Housing
Element and develop a plan to end homelessness
• Building a Community Where Everyone Belongs, Strategy 3 – Implement high priority
items from the Library and Recreation Strategic Plan to continue to deliver activities and
Page 206 of 908
Docusign Envelope ID: 7C94665E-AC31-8978-810E-43B9F4D0BA0F
