The comment did not provide new, substantial evidence with respect <br />to the disposition of significant environmental impacts evaluated in the Draft EIR. Therefore, no <br />further response is required. <br />Response to EBRPD-2 <br />EBRPD and the project applicant are currently coordinating on access to the proposed EBRPD <br />facilities with the adjacent private property owner. As discussed in Draft EIR Chapter 2, Project <br />Description on page 2-27, the EBRPD easement providing access to the proposed trailhead would be <br />a new paved access road along a portion of the existing non-exclusive access easement located along <br />the eastern boundary of the Lester property. This comment is included in the administrative record <br />and will be provided to the decision-makers for review and consideration. The comment did not <br />provide new, substantial evidence with respect to the disposition of significant environmental <br />impacts evaluated in the Draft EIR.
