Resolution No. PC-2026-16

finding that the Addendum adequately described the Project, its significant environmental
impacts, and mitigation measures; and

WHEREAS, at its duly noticed public meeting of June 24, 2026, the Planning
Commission considered the written agenda report, all public testimony, relevant exhibits, and
staff recommendations as to the Project.

NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of
Pleasanton, based on the entire record of proceedings, including the oral and written agenda
reports and all public comment and testimony.

BE IT FURTHER RESOLVED that the conditions of project approval set forth herein
include certain fees, dedication requirements, reservations requirements, and other exactions,
and that pursuant to Government Code Section 66020(d)(1), these conditions constitute
written notice of a statement of the amount of such fees, and a description of the dedications,
reservations, and other exactions.

BE IT FURTHER RESOLVED that the applicant is hereby further notified that the ninety
(90) days approval period in which a protest of these fees, dedications, reservations, and other
exactions, pursuant to Government Code Section 66020(a) can be filed, begins on [date of
resolution], and that if a protest is not filed within this ninety (90)-day period complying with all
of the requirements of Section 66020, the applicant will be legally barred from later challenging
such exactions.

Section 1: Findings for Approval of Initiation of Annexation Proceedings
With respect to the requested initiation of annexation proceedings (P25-0115), the Planning
Commission recommends the City Council make the following findings:

A. LAFCO promotes the timely conversion of land to urban uses and will effectuate this
goal through encouraging infill development on incorporated vacant lands located
adjacent to already developed areas.

The Project promotes the timely conversion of land to an urban residential use consisting of
189 single-family homes and will effectuate this by developing infill parcels on vacant lands
located adjacent to the already-developed Pleasanton residential community of Village at
the Ironwood.

B. The fundamental policy of LAFCO in considering the development status of land,
located in or adjacent to an established city SOI boundary and contiguous to a city
boundary, shall be that such urban development is preferred in cities.

Annexing the Project Site into the boundaries of the City of Pleasanton would ensure that
the proposed urban development is located within the city, not unincorporated County
lands.
