Resolution No. PC-2026-16
Page 4 of 10

Section 2: Findings for Approval of Pre-Zoning
With respect to Case No. P25-0118, the Planning Commission recommends the City Council
make the following findings and determinations with respect to each of the considerations for a
prezoning as required by Sections 18.136.090 and 18.04.010 of the PMC:

A. To provide a precise guide for the physical development of the city in such a manner
as to achieve progressively the arrangement of land uses depicted in the general
plan adopted by the city council;

Insomuch as the Project requests a General Plan amendment to designate Project land
uses Medium Density Residential, the Project will achieve the land uses depicted in the
General Plan.

B. To foster a harmonious, convenient, workable relationship among land uses;

The pre-zoning of the Project site to PUD will foster a harmonious, convenient, workable
relationship among land uses by allowing for new residential development to locate
immediately adjacent to the existing residential community of the Villages at the Ironwood.

C. To promote the stability of existing land uses that conform with the general plan and
to protect them from inharmonious influences and harmful intrusions;

The pre-zoning of the Project site will promote the stability of existing land uses that
conform to the General Plan through its accompanying requested General Plan
amendment to reflect the Project’s proposed development and will protect from
inharmonious influences and harmful intrusions by setting the stage to allow the Project site
to be developed with homes.

D. To insure that public and private lands ultimately are used for the purposes which
are most appropriate and most beneficial from the standpoint of the city as a whole;

The pre-zoning of the Project site to PUD will insure that these privately owned lands are
used for residential uses, which are most appropriate and beneficial at this location from
the standpoint of the city as a whole.

E. To prevent excessive population densities and overcrowding of the land with
structures;

The Project will prevent excessive population densities by developing at approximately 6.3
dwelling units per acre, which is within the density range permitted by General Plan land
use designation ‘Medium Density Residential’ (2-8 dwelling units per acre). Similarly, the
Project will prevent overcrowding of the land with structures insomuch as it will observe the
proposed setback requirements (10’ minimum front setback to structure, 18’ minimum front
setback to garage, 8-15’ minimum rear setback to living area, and 5’ minimum side
setbacks to structure), as well as satisfy the proposed floor area ratio requirements
(ranging from 47%-85%).
