ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 99
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
March 17, 2026, requesting additional information related to the proposed project. The City provided
additional information in response to their request, and the Tribe did not request any further
consultation. No other responses were received pursuant to SB 18 consultation requirements.
The proposed project would still require the implementation of MM CUL-2a, MM CUL-2b, and MM
CUL-3 to reduce potential impacts on any previously undiscovered TCRs to a less than significant
level. As such, the proposed project’s potential to cause a substantial adverse change in the
significance of a Lead Agency-determined TCR would be less than significant with mitigation,
consistent with the impact conclusions of the Prior FEIR. Therefore, the proposed project would not
introduce new significant impacts or create substantially more severe significant impacts than those
previously identified in the Prior FEIR. No additional analysis is required.
Zone 7 Stormwater Option
The Zone 7 Stormwater Option would not result in any new or more severe impacts to cultural
resources compared to those previously analyzed since it was considered in the Prior FEIR. Under
this option, ground disturbance, and related potential impacts, would be incrementally reduced as
compared to the City Stormwater Option because the detention basin, pump facilities, and storm
drain force main would not be constructed. This option would not involve new areas of grading or
excavation beyond the approved project footprint and would not affect known or unknown
archaeological resources, historic resources, or TCRs. All previously adopted cultural resource
avoidance and inadvertent discovery measures would continue to apply. Accordingly, impacts to
cultural resources would remain less than significant and consistent with the conclusions of the Prior
FEIR.
Mitigation Measures
MM CUL-2a Prior to the initiation of construction activities, all construction personnel directly
involved with project-related ground disturbance within the residential project site and
off-site improvement areas, both west and east of El Charro Road, attend a “tailgate”
Worker Environmental Awareness Program (WEAP) training for archaeological
resources. The training should include visual aids, a discussion of applicable laws
and statutes relating to archaeological resources, types of resources that may be
found within the limit of disturbance areas, and procedures to be followed in the
event such resources are encountered. The training should be conducted by an
Archaeologist who meets the Secretary of the Interior’s Professional Qualification
Standards for archaeology. FirstCarbon Solutions (FCS) recommends that a qualified
Archaeologist who meets the Secretary of Interior’s Professional Qualification
Standards for Archaeology be present to monitor during the clearing and grubbing
phases of ground disturbance within the limit of disturbance areas east of El Charro
Road to check for the inadvertent exposure of cultural materials. In the event
exposed soils indicate cultural materials may be present, this may be followed by
regular or periodic archaeological monitoring as determined by the Archaeologist, but
full-time archaeological monitoring is not recommended at this time.
