ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

120 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
To assess whether the proposed project’s emissions would result in a significant impact, the proposed
project is evaluated for consistency with the City’s CAP 2.0. As shown in the proposed project’s CAP
2.0 checklist (Appendix B), the proposed project would incorporate most applicable measures
required under CAP 2.0; however, the proposed project would not include two listed features: (1) an
all-electric building design and (2) a battery-storage system to support on-site solar generation.
Because the proposed project does not comply with all applicable listed CAP 2.0 measures, it is
considered inconsistent with CAP 2.0. Accordingly, the proposed project would result in a significant
and unavoidable GHG impact, consistent with the impact conclusions set forth in the Prior FEIR.
The proposed project would nevertheless be required to comply with the applicable 2022 CALGreen
Code and Title 24 Building Energy Efficiency Standards, which, among other things, mandate high-
efficiency plumbing fixtures, water-efficient irrigation systems, and compliance with current energy
efficiency performance standards. Compliance with these State-level codes ensures consistency with
applicable State and federal plans, policies, and regulations that govern GHG emissions.
Despite compliance with these Statewide requirements and the proposed project’s compliance with
most of the City’s CAP 2.0 applicable measures, because the proposed project does not include two
of the above-referenced measures, it would be treated as inconsistent with the City’s CAP 2.0 for
purposes of this GHG assessment. Therefore, its GHG emissions impact would continue to be
significant and unavoidable. Consistent with the Prior FEIR’s analysis of the County Project, the
proposed project would implement MM GHG-1 and MM GHG-2 to reduce GHG emissions to the
extent feasible.
Therefore, the proposed project would not introduce new significant impacts or create substantially
more severe significant impacts than those previously identified in the Prior FEIR. No additional
analysis is required.
Zone 7 Stormwater Option
The Zone 7 Stormwater Option would not result in any new or more severe greenhouse gas
emissions since it was previously considered in the Prior FEIR. Moreover, because it would eliminate
construction and operation of the detention basin, pump facilities, and storm drain force main (as
contemplated by the City Stormwater Option), this would reduce construction-related emissions as
compared to the City Stormwater Option without altering the project’s long-term operational GHG
profile.
Mitigation Measures
MM GHG-1 Prior to issuance of building permits, the project applicant shall provide
documentation (e.g., site plan) to the County to demonstrate that the proposed
residential units would include pre-wiring so that each building is ready for a future
retrofit to all-electric (e.g., such that electric space heating, water heating, drying, and
cooking appliances) could be installed.
