However, the County Project
would be subject to the California State Water Resources Control Board’s (State Water Board’s)
NPDES General Permit for Construction Activities, requiring a SWPPP with site-specific BMPs. These
measures would minimize erosion and control pollutant discharge. During operations, increased
impervious surfaces could elevate urban runoff pollutants, but the County Project would comply with
the County’s Municipal Regional Permit (MRP), which includes Low Impact Development (LID)
standards and post-construction monitoring.
With respect to Alternative 2, the Prior FEIR determined that development would be located west of El
Charro Road in the Federal Emergency Management Agency (FEMA) Flood Hazard Zone X, avoiding
flood hazard areas and reducing potential impacts related to flooding and water quality. As such,
impacts under Alternative 2 would be lower than those under the County Project, although the impact
conclusions remained the same under both the County Project and Alternative 2. (Draft EIR, p. 6-16).
