ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

152 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
A. No individual piece of equipment shall produce a noise level exceeding 83 dBA at a distance
of 25 feet. If the device is housed within a structure on the property, the measurement shall
be made outside the structure at a distance as close to 25 feet from the equipment as
possible; or
B. The noise level at any point outside of the property plane of the project shall not exceed 86
dBA.
However, the Prior FEIR utilized the FTA thresholds for evaluating construction noise impacts.
Therefore, the FTA thresholds used in the Prior FEIR remain appropriate for evaluating construction
noise impacts for the proposed project, and the City has determined, in its discretion, to utilize both
the City’s standards and the FTA threshold here; thus, the analysis remains consistent with the
methodology used in the Prior FEIR.
For residential uses, which are the only noise-sensitive land use types within 1,000 feet of the
proposed project, the FTA’s criteria are an 80 dBA Leq(8-hr) daytime limit, a 70 dBA Leq(8-hr) nighttime
limit, and a 75 dBA Ldn 30-day average. The closest sensitive receptor is located approximately 35
feet from the acoustical center of construction activity. Because construction would not occur during
nighttime hours pursuant to implementation of MM NOI-1, the analysis in the Prior FEIR focused on
the 80 dBA Leq(8-hr) daytime limit to evaluate the significance of the proposed project’s construction-
related noise impacts at nearby residential uses.
The City’s construction noise standards are outlined in Section 9.04.100 of the Municipal Code, which
identifies that construction noise is exempt from the noise performance standards of the Noise
Ordinance between the hours of 8:00 a.m. and 8:00 p.m. daily, except Sunday and holidays, when
the exemption shall apply between 10:00 a.m. and 6:00 p.m., provided the construction activity meets
at least one of the following noise limitations:
A. No individual piece of equipment shall produce a noise level exceeding 83 dBA at a distance
of 25 feet. If the device is housed within a structure on the property, the measurement shall
be made outside the structure at a distance as close to 25 feet from the equipment as
possible; or
B. The noise level at any point outside of the property plane of the project shall not exceed 86
dBA.
Construction activities under the proposed project would be similar to those under the County Project,
albeit reduced in intensity to a certain degree due to the reduced project footprint. Construction noise
impacts were found to be intermittent and variable under the Prior FEIR, reaching a maximum 8-hour
average of 78 dBA Leq(8-hr). Given the substantial similarities between the proposed project and the
County Project, it is reasonable to conclude that the proposed project would result in substantially the
same levels of noise, if not slightly reduced. As such, estimated maximum construction noise levels
would not exceed the City’s construction noise standard of 86 dBA Leq as measured at the property
plane. Additionally, MM NOI-1 would still be implemented to ensure adherence to the permissible
construction hours and to ensure implementation of best management noise reduction techniques
