ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

156 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
c) Airport or Private Airstrip Noise
Would the project result in: For a project located within the vicinity of a private airstrip or
an airport land use plan or, where such a plan has not been
adopted, within two miles of a public airport or public use
airport, would the project expose people residing or working
in the project area to excessive noise levels?
Prior FEIR Conclusions
The Prior FEIR determined that a significant impact would occur if the County Project were located in
the vicinity of a private airstrip or within an airport land use plan area or, where such a plan has not
been adopted, within 2 miles of a public airport or a public use airport and exposed people residing or
working in the vicinity to excessive noise levels. The project site is approximately 1.6 miles southwest
of Livermore Municipal Airport and is subject to the ALUCP. The project site is located outside the 55,
60, and 65 dBA CNEL noise contours shown in the ALUCP (Figure 3-2, Noise Compatibility Zones).
Therefore, the Prior FEIR concluded that implementation of the County Project would not expose
residents to airport-related noise levels that exceed normally acceptable standards for residential
development. Therefore, the Prior FEIR concluded that impacts would be less than significant. (Draft
EIR, pp. 3.12-25, 6-17).
Proposed Project Analysis and Conclusion
As discussed in the Prior FEIR, a significant impact would occur if the proposed project would expose
people residing or working in the project area to excessive noise levels for a project located in the
vicinity of a private airstrip or an airport land use plan or, where such a plan has not been adopted,
within 2 miles of a public airport or public use airport.
The proposed project would occupy the same site as the County Project evaluated in the Prior FEIR
and would remain approximately 1.6 miles southwest of Livermore Municipal Airport, within the area
subject to the Livermore ALUCP. The project site continues to be located well outside the 55, 60, and
65 dBA CNEL noise contours shown in the ALUCP. Exposure to aircraft-related noise would therefore
be the same as previously evaluated in the Prior FEIR (although there would be a slight reduction of
people exposed, given the nominal reduction in unit count). As such, consistent with the impact
conclusions of the Prior FEIR, implementation of the proposed project would not expose persons
residing or working in the vicinity to noise levels from airport activity that would be in excess of
normally acceptable standards, and impacts would be less than significant. Therefore, the proposed
project would not introduce new significant impacts or create substantially more severe significant
impacts than those previously identified. No additional analysis is required.
Zone 7 Stormwater Option
The Zone 7 Stormwater Option would not result in any new or more severe noise impacts compared
to those previously analyzed since it was considered in the Prior FEIR. By eliminating construction
and operation of the detention basin, pump facilities, and storm drain force main (as contemplated in
the City Stormwater Option), this option would incrementally reduce construction-related equipment
