ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

168 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
e) Other Public Services
Would the project: Result in substantial adverse physical impacts associated with the
provision of new or physically altered governmental facilities, need
for new or physically altered governmental facilities, the
construction of which could cause significant environmental
impacts, in order to maintain acceptable service ratios, response
times or other performance objectives for any of the public
services: Other public services?
Prior FEIR Conclusions
The Prior FEIR determined that the County Project would increase demand for library services as
compared to existing conditions. Consultation with the Alameda County Library and Pleasanton
Public Library indicated that the additional demand would be minimal and could be accommodated
without the need for new or expanded facilities. Therefore, the Prior FEIR concluded that impacts
would be less than significant. (Draft EIR, pp. 3.13-16, 6-18, 6-19).
Proposed Project Analysis and Conclusion
Consistent with the County Project, the proposed project could result in an increased demand for
library services as compared to existing conditions. However, the proposed project would slightly
reduce the number of units from that proposed by the County Project and would result in a
corresponding nominal decrease in new residents generated.
As stated in the Prior FEIR, the Pleasanton Public Library was consulted in a letter dated May 19,
2023 and confirmed that the proposed project would not have a substantial impact on the library and
that the library would be able to accommodate the proposed project as part of the existing facilities.
The City identified the need for expansion of the Pleasanton Library. However, the City’s General Plan
and Library Master Plan indicate a planned expansion of the Pleasanton Public Library. Pleasanton
Public Library is supported by the City’s General Fund and grant funding at approximately $4 million
annually. Thus, the need for an expansion of the library facilities is not necessitated by the proposed
project and is an existing deficiency. The need for additional library services have already been
analyzed in the General Plan EIR and the Housing Element Update Program EIR. Therefore,
consistent with the Prior FEIR’s impact conclusion, the proposed project’s impact in this regard would
be less than significant and, as such, would not introduce new significant impacts or create
substantially more severe significant impacts than those previously identified in the Prior FEIR. No
additional analysis is required.
Zone 7 Stormwater Option
Because the Zone 7 Stormwater Option is limited to a modification in stormwater management
infrastructure and does not alter the proposed project’s residential development program or the scale
or nature of development, impacts would remain less than significant with respect to public services.
