ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

16 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
facility, an approximately 2.5-acre recycled water storage facility with an approximately 10-to 15-foot
depth, approximately 8.5 acres of agricultural irrigation fields, and two bioretention areas (collectively,
the County Project).
Prior to project approval, the County Planning Commission and applicant agreed to revise the County
Project to reflect a total unit count of up to 190 dwelling units with 48 junior ADUs. Other revisions
included repositioning the agricultural irrigation fields to a location west of El Charro Road, and
incorporating single-story homes on the western property boundary. None of these minor
modifications would result in new or more severe significant impacts as detailed in the Additional
Clarifying Information for the Final EIR memorandum prepared by FCS and Kimley-Horn and
Associates, Inc., dated December 9, 2025.
The County Project, as revised, was approved by the County’s Planning Commission on January 5,
2026.
The County Project was subsequently appealed by the Zone 7 Water Agency (Zone 7), and the
Alameda County Board of Supervisors denied the appeal on February 10, 2026, upholding the
Planning Commission’s approval of the County Project.
The Prior FEIR included the evaluation of a project alternative known as Alternative 2: Annexation into
the City of Pleasanton Alternative. As detailed more fully therein, Alternative 2 considered annexation
of the project site into the City, including provision of municipal water, sewer, and stormwater service.
Accordingly, this Alternative would not include construction of certain off-site utility infrastructure
studied as part of the County Project, including the water storage and booster pump facility, WWTP,
recycled water storage facility, and agricultural irrigation fields. The County ultimately determined
Alternative 2 not to be feasible because the County does not have land use jurisdiction over a project
within the City; however, this Alternative was nevertheless identified in the Prior FEIR as the
environmentally superior alternative, as it would have reduced impacts as a result of connection to
municipal services rather than developing the off-site utility infrastructure.
2.3 - Project Characteristics
Following certification of the Prior FEIR by Alameda County, the City is now considering annexation of
the project site, which would transfer land use authority from the County to the City. The project site
lies within the City’s SO) and UGB, making annexation a feasible option. Under City jurisdiction, the
proposed project remains substantially similar to the County Project in overall use and residential
development but, consistent with Alternative 2 evaluated in the Prior FEIR, would eliminate certain
off-site utility infrastructure in favor of connection to existing City water and sanitary sewer systems.
Minor modifications to site grading, lotting, and residential design are also proposed. These changes
reduce the proposed development footprint and associated environmental impacts.
