ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 19
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
2.3.1 - Proposed Residential Development
The 330 Land Company, LLC (project applicant) proposes the construction of a maximum of 189
single-family homes, with approximately 25 percent of those homes (48) being designed with deed-
restricted junior ADUs, as shown on Exhibit 4. The dwelling units would range in height from
approximately 19.5 feet (single-story homes) to 30 feet (2-story homes).
The approximately 30-acre 12 project site (inclusive of a portion of APN 946-4634-2, which would
support Street A) would be developed with an approximate density of 6.3 dwelling units per gross
acre (du/acre).13 The proposed project is expected to include up to approximately 588 residents.14,15
As part of the proposed project, the existing parcels comprising the project site would be reconfigured
into 189 residential lots, ranging from approximately 3,500 square feet to 8,305 square feet, as well
as an approximately 0.7-acre, centrally-located park. Furthermore, the proposed project would
include construction of seven internal streets (Streets A-F and Loop A) to provide internal circulation,
as well as a trail extension. All circulation, excluding private drive aisles, would be public roads
maintained by the City, utilizing funding from a proposed Community Facilities District (CFD), which
the City would require to be in place prior to the final map’s approval through a Condition of Approval
(COA) or Development Agreement. The CFD would finance and maintain essential public
infrastructure and services associated with the proposed project, such as roads and sidewalks, the
proposed trail extension, along with in-tract landscaping, lighting, and utilities facilities (i.e., water,
sewer, and storm drainage). The proposed project’s HOA would be responsible for the long-term
operation and maintenance of the bioretention areas. Establishing the CFD would help ensure long-
term sustainability and service delivery for the future residents of the proposed project, while also
providing a structured mechanism for funding ongoing maintenance and improvements without
placing undue burden on the City’s General Fund or existing municipal resources.

12 This Addendum does not evaluate an increase in the overall project size; rather, it considers certain previously identified
'off-site' improvements as part of the “project site” for environmental analysis.
13 189 dwelling units (not inclusive of junior ADUs which do not count toward density calculations) / 30.00 acres = 6.3
dwelling units per acre (du/acre)
14 City of Pleasanton. 2022. Program Environmental Impact Report City of Pleasanton 2023-2031 (6th Cycle) Housing
Element Update. Accessed March
10, 2026.
15 189 single-family dwelling units plus 48 junior ADUs equals 237 total dwelling units. The City’s average number of
persons per medium-density housing (8 to 14 du/acre) is 2.48 per the Housing Element Update EIR. 237 multiplied by
2.48 equals approximately 588 residents.
