330 Land Company, LLC 9785.004.001
Arroyo Lago October 31, 2025
RESPONSE TO CITY REVIEW COMMENTS Page 7

BSK Comment – Off-Site Feasibility Report

The primary geotechnical concerns identified by the off-site feasibility report that could affect
development of the site are the existing undocumented fill, expansive soil, seismic hazards, slope
stability and compressible soil. In order to address these concerns, the report recommended that
a surcharge program or ground improvement be performed at the off-site project sites.

Based on our review, we believe the off-site feasibility report provides appropriate preliminary
earthwork mitigation and recommendations. As discussed in the off-site feasibility report, a
design level report should be conducted for the proposed development of the off-site
infrastructure areas.

ENGEO Response to Off-Site Feasibility Report Comment

We concur with BSK; a design-level geotechnical report should be conducted for the proposed
development of the off-site infrastructure areas. Based on review of the Vesting Tentative Map
prepared by CBG and conversations with the project team, we understand that the grading
design for the drainage swale, bioretention basin, culvert, and storm drain will be deferred to
a later stage of the planning submittal process. We can provide our design-level geotechnical
recommendations for those areas once grading plans for those areas are finalized.

BSK Comment 20 – General comment for the geotechnical report and off-site feasibility report

The City should require the project Owner to retain ENGEO (the Geotechnical Engineer -of-
Record for this project) to review the geotechnical/earthwork aspects of the project plans and
specifications before they are finalized and issued for construction. The purpose of this review
would be to allow ENGEO to confirm that the recommendations presented in the geotechnical
report have been properly incorporated into these documents. The City should also require the
project Owner to retain ENGEO during construction of the planned improvements to provide
earthwork observation and testing services. We believe this approach is essential to the
successful construction of this project. In the event ENGEO is not retained by the Owner of the
project to provide earthwork observation and testing services during construction, the City should
require the engineering consulting firm providing such services to:

A. Review the geotechnical report and any supplemental documents issued by ENGEO, and
review the project plans and specifications.
B. Issue a letter signed/stamped by a California Registered Civil Engineer or a Registered
Geotechnical Engineer stating that they are taking over the role of Geotechnical Engineer-of-
Record for the project. This letter should also indicate whether the engineering consulting firm
takes any exception to the recommendations provided by ENGEO and whether they have
supplemental recommendations for the project.

ENGEO Response to Comment 20

We concur that the geotechnical engineer of record (GEOR) should perform plan reviews on the
civil and structural plans for conformance with the project geotechnical report, and that the GEOR
should be retained during construction.
