The nearest scenic resource, Lake I of the
Zone 7 Chain of Lakes, is adjacent to the northern boundary of the project site; however, public
access is restricted, and views are limited except from neighboring properties. Given the County
Project’s maximum height of approximately 30 feet and its setback of roughly 295 feet from Lake I,
the Prior FEIR found that it would not obstruct views of the lake from adjacent development.
Additionally, the nearest ridgelines (Happy Valley ridgelines) lie approximately 2.44 miles south of the
project site, while designated scenic roadways such as I-680 and SR-84 are over a mile away and
visually disconnected due to intervening development. Temporary visibility of construction equipment
was also determined to have no substantial impact on scenic views.
The project site itself lacks prominent visual features such as scenic ridges, hillsides, or rock
outcroppings. Planned grading and landscaping, including a retaining wall, would maintain the area’s
visual character. Based on these findings, the Prior FEIR concluded that neither the County Project
nor Alternative 2, Annexation into the City of Pleasanton, would result in a substantial adverse effect
on scenic vistas, and therefore, impacts would be less than significant.
