ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

74 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
addressed. It also provides the local agency with ongoing information as to whether they are
contributing to the clean air goals in the 2017 Clean Air Plan.
The proposed project would result in the construction of 189 single-family houses, 48 junior ADU’s,
and related improvements on approximately 30 acres. Demographics trends such as employment
and population growth were estimated in the Association of Bay Area Government (ABAG) Plan Bay
Area 2040 based on local general plan land use patterns, which the Bay Area Air District utilized in
part to inform the emissions inventory and projections contained in the 2017 Clean Air Plan. Currently,
the project site has a County land use designation of MDR, which serves as the land use basis for the
Bay Area Air District’s emissions inventory and projections in the 2017 Clean Air Plan. The proposed
project would be consistent with the Bay Area Air District’s projections. The 2017 Clean Air Plan also
contains control measures required by the Bay Area Air District to reduce emissions for a wide range
of stationary and mobile sources. As described above, the Prior FEIR determined that the County
Project would be consistent with the applicable control measures in the 2017 Clean Air Plan, including
those related to stationary source emissions, transportation, energy and climate, buildings, natural
working lands, waste management, water, and GHG emissions after incorporation of MM AIR-1. The
proposed project would be largely the same as the County Project, only with fewer proposed dwelling
units and the elimination of a substantial amount of off-site utility improvements. As such, the
proposed project would also be consistent with the applicable control measures with implementation
of MM AIR-1, including those related to waste management, water control, and energy, if not to a
greater extent.
Given the slightly reduced unit count and the elimination of substantial off-site utility improvements,
the proposed project emissions would result in similar or fewer emissions than what were analyzed in
the Prior FEIR, which were already below the Bay Area Air District’s significance thresholds.
Therefore, potential impacts would be considered less than significant, consistent with the analysis in
the Prior FEIR. Regarding impacts related to construction fugitive dust, the Bay Area Air District
requires that a project implement construction BMPs, which would ensure that impacts would be less
than significant. Therefore, similar to the County Project and Alternative 2, MM AIR-1 would still be
required to ensure implementation of construction BMPs recommended by the Bay Area Air District.
Because of reduced unit count and elimination of substantial off-site utility infrastructure, combined
with adherence to applicable control measures in the 2017 Clean Air Plan and the implementation of
MM AIR-1, the proposed project would not result in any new or more severe significant impacts
related to conflicts with implementation of the 2017 Clean Air Plan beyond what was analyzed in the
Previous FEIR. Therefore, the proposed project would not introduce new significant impacts or create
substantially more severe significant impacts than those previously identified in the Prior FEIR. No
additional analysis is required.
