Resolution No. PC-2026-18
Page 2
Section 3. With respect to approval of the rezones of the sites listed below, the
Planning Commission makes the following findings as to whether each such rezone would
be consistent with the objectives of the Zoning Chapter of the Pleasanton Municipal Code,
as set out in PMC § 18.04.010:
1. 1225 Hopyard Road (APN 946-3382-2-2). The Planning Commission finds that
rezoning this site from R-1-6,500 to PUD-HDR on approximately 0.66 acres would
be consistent with Zoning Chapter of the PMC, inasmuch as it would “insure that
... private lands ultimately are used for the purposes which are most appropriate
and most beneficial from the standpoint of the city as a whole,” per PMC §
18.04.010(D). Such rezone would allow for the development of up to 10 units of
housing at this location, which would be most appropriate and beneficial.
2. 4100 First Street (APN 94-95-11-1). The Planning Commission finds that rezoning
this site from RM-4,000 (on approximately 0.74 acres) to PUD-HDR on
approximately 0.74 acres would be consistent with Zoning Chapter of the PMC
insomuch as it would “insure that ... private lands ultimately are used for the
purposes which are most appropriate and most beneficial from the standpoint of
the city as a whole,” per PMC § 18.04.010(D). Such rezone would allow for the
development of up to 10 units of housing at this location, which would be most
appropriate and beneficial.
Section 4. On the foregoing basis, the Planning Commission recommends the
City Council approve the actions as shown on Attachment 1 with regard to the ‘Staff
Recommended Sites’, allowing up to ten (10) units on each property, thereby
implementing Housing Element Program 7.6.8.
Section 5. This resolution shall become effective 10 days after its passage and
adoption unless appealed or called to the City Council prior to that time.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the City of
Pleasanton at a regular meeting held on June 24, 2026.
AYES: Commissioners Jagoe, Wedge, and Chair Pace
NOES:None
ABSENT: Commissioner Jain
ABSTAIN: Commissioner Morgan
ATTEST:
Derek Farmer Brandon Pace
Secretary, Planning Commission Chairperson
