2
b. As traƯic from Villages at the Quarry is included in the report, the TIA should also cover
City-required improvements at the Santa Rita and Valley intersection to be completed by
Villages at the Quarry.
c. Project traƯic should be based upon VMT.

I’ve limited our comments from the perspective of Arroyo Lago, but having worked on many large
development projects that included major backbone roadway improvements I would also add that I’ve
never seen a methodology that allocates a portion of the roadway to landowners because they have
frontage on the road, because the location of the road is being dictated and if the road was design just for
whatever project the landowner intended to develop, then the road would probably be in a di Ưerent
location and would definitely have a diƯerent design.

We look forward to the meeting on October 21st and the continued team eƯort to get Arroyo Lago
approved and annexed.

Best regards,

Steve Reilly
330 Land Company, LLC
156 Diablo Road, Suite 340
Danville, CA 94526
Cell: 925.368.3128 Web: www.330land.com

Attachments: GVR Nexus Evaluation
