Page 1 of 2 <br />Item #2 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />August 11, 2026 <br />Community and Economic Development <br /> <br />TITLE: INTRODUCE REVISED ORDINANCE NO. 2308 OF THE CITY COUNCIL OF THE <br />CITY OF PLEASANTON APPROVING: (1) INITIATION OF PROCEEDINGS FOR <br />ANNEXATION (P25-0115), (2) GENERAL PLAN AMENDMENTS (P25-0116), (3) <br />REZONING (P25-0118), (4) A PLANNED UNIT DEVELOPMENT (PUD-154) PLAN <br />FOR RESIDENTIAL DEVELOPMENT WITH RELATED ON- AND OFF-SITE <br />INFRASTRUCTURE, AND (5) A VESTING TENTATIVE SUBDIVISION MAP <br />(TRACT 8423) ASSOCIATED WITH THE ARROYO LAGO RESIDENTIAL <br />PROJECT. THE REVISIONS ADD TWO NEW CONDITIONS OF APPROVAL FOR <br />WASTEWATER TREATMENT FACILITY ANALYSIS AND FUNDING. <br /> <br />SUMMARY <br />At the July 27, 2026 City Council meeting, the City Council granted an approval for the Arroyo <br />Lago subdivision, including introduction of an Ordinance initiating proceedings for annexation, <br />adopting General Plan Amendments, pre-/re-zoning the property, approving a Planned Unit <br />Development Plan, and approving a Vesting Tentative Map, subject to Conditions of Approval. <br />Shortly before the City Council meeting, the Dublin San Ramon Service District (DSRSD) <br />submitted a comment letter (Attachment 2) concerning the proposed project and requesting <br />that the City incorporate two additional conditions related to wastewater treatment facility <br />analysis and funding. <br /> <br />Given the lateness of DSRSD’s request, the conditions were not incorporated into the <br />Conditions of Approval as approved and adopted by City Council on July 27, 2026. However, <br />staff concurs with DSRSD that adding the conditions would clarify the obligations of the <br />developer with respect to the needed study(ies) and any fair share costs for improvements. <br />Therefore, it is recommended that the City Council introduce the revised ordinance approving <br />the Project, with the addition of the two new conditions reflected as Conditions of Approval 134 <br />and 135, in Attachment 1. <br /> <br />RECOMMENDATION <br />Introduce REVISED Ordinance No. 2308 approving: (1) Initiation of proceedings for <br />Annexation (P25-0115), (2) General Plan Amendments (P25-0116), (3) Rezoning (P25-0118), <br />(4) a Planned Unit Development (PUD-154) plan for residential development with related on- <br />and off-site infrastructure, and (5) a Vesting Tentative SUBDIVISION Map (Tract 8423) <br />Associated with the Arroyo Lago Residential Project, incorporating two new conditions of <br />approval for wastewater treatment facility analysis and funding. <br /> <br />BACKGROUND <br />DSRSD provides wastewater treatment services to the City of Pleasanton. In their July 27, <br />2026 letter, the District identified a concern about projects involving annexation which were <br />not contemplated as part of its existing Master Plans, Such projects would require analysis of <br />their impacts on the District’s ability to comply with current regulations and treatment capacity <br />Page 24 of 373
