• B6.6: Private Usable Open Space shall be located directly adjacent to unit interiors and
shall be directly accessible from the unit.

Further, a total of 6,192 square feet of pervious (landscaping) area is proposed, with most of
the landscaped area located at the rear yard for Unit D, the large single unit. The rear yard for
Unit D consists of general landscape, raised vegetable garden, pool, spa, and fire pit . The
property contains 34 existing trees, none of which are classified as heritage trees pursuant to
PMC Chapter 17.16. Per the arborist report, 12 trees are recommended for removal. The
project plans do not indicate which trees are proposed for removal. Staff has requested that
the plans specify which trees are proposed to remain or be removed.

As referenced, during the August 2025 Planning Commission workshop, there was public and
Planning Commission interest in maintaining the existing redwoods on -site. However, trees
#31 and 32 are located within the traffic sight distance triangle; while recognizing there may be
value in retaining these trees due to their size and character, Traffic Engineering staff notes
that removing them would improve visibility for vehicles exiting the site and meet City
guidelines for safety (see Sheet C3.0 of Exhibit B).

The landscape plans also include a new vehicle gate and perimeter fencing. The project plans
do not provide details for the vehicle gate along Augustine Street, such as material, color,
height etc. Notably, the plans are inconsistent if the vehicle gate is truly proposed throughout
the plans. In addition, the project proposes new seven-foot-tall fencing (one-foot-tall concrete
masonry unit with a six-foot-tall wood fence) along the west side property line within the
required side and front yards. A front-facing six-foot-tall stucco wall and wood swinging gate is
also proposed along the east side. Per ODS 7.6, masonry or wood fences are limited to 30
inches in height. As proposed, the fencing and side gate do not conform to the ODS, and it’s
unclear if the vehicle gate conforms, given the missing additional information. With respect to
adequate public safety measures, the proposed fencing is also recommended for relocation
outside the traffic sight distance triangle.

Utilities and Service Areas
As proposed, staff finds the project plans have not demonstrated conformance regarding the
Clean Water Program, sanitary sewer, and utility enclosures (see Engineering comments via
Exhibit C). As a result, proposed project plans do not demonstrate a design that keeps with the
best engineering practices to avoid erosion, slides, or flooring, and to have as minimal an
effect upon the environment as possible. Specifically, outstanding conformance comments
pertain to stormwater treatment measures, sewer lateral connecting design, and the location of
utility enclosures.

In addition, per ODS B9.1, exterior refuse areas are required to be located outside of a 50-foot
radius centered on the primary building entrance and shall be screened by opaque, roofed
enclosures built of durable materials and designed to harmonize with the proposed
architecture. The project proposes locating the refuse area within a 50-foot radius of the
primary building entrance. The refuse area will consist of 12 bins, as required by Pleasanton
Garbage Service (bins for regular waste, recyclables, and green waste for each unit). Plans
show an inconsistent location, but in either layout are within a 50 -foot radius of the entry and
would not conform to this standard (Figure 4).
