February 12, 2026
Project Narrative
The submission is for a Planned Unit Development (PUD) application on an existing mixed-use transitional zoned
property, which currently has a 2-story office building on it. The property fronts onto Old Bernal Avenue. The
current property is 0.49 acres, situated in the MU-T (Mixed Use Transitional). The current property has a one-way
driveway access from Old Bernal as well as a one-way outlet at Augustine Street.
Over the course of more than a year, the Owner has worked closely with City staff, the Planning Department, the
Planning Commission, and members of the City Council to refine this proposal. Through this collaborative
process, extensive feedback was sought and incorporated into the design. The resulting proposal balances
community goals and site potential by adding residential units, maintaining a commercial component, maintaining
the redwood trees, and preserving the neighborhood character. The architectural design has been modified to
align with the design preferences expressed by the Planning Department. In addition, a public workshop was held
in which neighbors expressed support for this proposal in comparison to alternative options previously discussed.
The Owner proposes to create a 3-story multi-family residential building which would include 4 units as described
here: 3 studio units located at the ground floor and a larger 3-story unit, all connected via a common corridor and
access. The design proposes a lower unit count than required by the underlying MU-T zone.
Per the provisions of Table 18.44.080 of the PMC, the proposed multi-family residential use is a prohibited use in
the MU-T zone. The application proposes a PUD and deviation from this standard to be determined by the Zoning
Administrator or Planning Commission, per the provisions of 18.128.040 of the PMC.
Additionally, the project proposes flexibility to current development standards for the purpose of the proposed
PUD only, which include reduced setbacks as shown on the Site Plan. The front setback is proposed at 9 feet,
rather than 10 feet minimum.
a height limit of 32 feet, rather than 30 feet, and overall design deviations. This includes a deviation of standards
relating to frontage along the public right of way at Bernal Street. The project proposes a more private
development without any building entrances, porches or access from the public right of way at Bernal. Instead,
access will be from a private court at the rear of the building to access parking and the front entry doors for all
units.
The project proposes 15,219 sf of residential area. The residential units would be accessed via a private entry at
the side and rear of the house. The project will also propose a landscaped area at the rear for the larger residential
unit, including green space, a pool/spa, and garden. As well as a private outdoor common are at the west side of
the building for the 3 studio units.
The site plan and building footprint propose to protect all existing redwood trees as well as majority of existing
tree lines, vegetation and landscaping. Additional planting and landscaping would be added to enhance the simple
and modern building style at both street frontages. The project also proposes to preserve the existing driveway
and entry located along Augustine Street, in order to avoid disturbing the existing redwood trees at the edges of
that driveway.
The current property is located within ½ mile walking distance to a major transit stop, the Ace Train Station. Per
AB2097, no minimum parking is required for residential development. The project proposes to have 2 covered
parking spaces in the garage, with 1 being an ADA van parking stall as required by code. See below exhibit
showing the ½ mile walking distance to the Ace Train Station.
EXHIBIT BR E C E I V E D
CITY OF PLEASANTON
PLANNING DIVISION
EXHIBIT B
02.19.26
PUD-152
