Item #1
CITY COUNCIL AGENDA REPORT

August 11, 2026
Library and Recreation

TITLE: CONTINUED FROM JUNE 16, 2026 - INTRODUCE AN ORDINANCE UPDATING
THE PLEASANTON MUNICIPAL CODE TITLE 2 TO MODIFY THE DUTIES,
FREQUENCY OF MEETINGS, AND MAINTENANCE OF MEMBERSHIP FOR THE
CIVIC ARTS, HUMAN SERVICES, LIBRARY, AND PARKS AND RECREATION
COMMISSIONS, AND MODIFY THE MEMBERSHIP AND MEETING FREQUENCY
FOR THE YOUTH COMMISSION

SUMMARY
In 2025, following the adoption of the Fiscal Year (FY) 2025-2027 biennial budget, which
reduced available resources supporting commissions and committees, the City Council
established an ad hoc subcommittee to evaluate the structure and sustainability of the City's
five advisory bodies managed by the Library and Recreation Department. This proposed
ordinance (Attachment 2) reflects a collaborative process - drawing on input from staff,
commissioners, and the ad hoc subcommittee - to balance the meaningful contributions
advisory bodies make through subject-matter expertise and community voice with the practical
constraints of reduced staff resources.

RECOMMENDATION
Continued from June 16, 2026 - Introduce an ordinance updating the Pleasanton Municipal
Code Title 2 to modify the duties, frequency of meetings, and maintenance of membership for
the Civic Arts, Human Services, Library, and Parks and Recreation Commissions, and modify
the membership and meeting frequency for the Youth Commission.

DISCUSSION
Since this item was continued from the June 16, 2026 City Council meeting (Attachment 1), the
Ad-Hoc Subcommittee had one additional meeting on July 27, 2026 to discuss the proposed
modifications.

During this meeting, the subcommittee discussed detailed plans for keeping commissioners
engaged between quarterly meetings. This includes:
• Ad-hoc subcommittees determined by each commission, which allow commissioners to
get involved more deeply in specific topic areas.
• Monthly informational emails, which allow commissioners to stay informed and up-to-
date between meetings.

The subcommittee clarified that quarterly meetings are the minimum, and additional meetings
will be added if there is a content-based need. Additionally, the Annual
Council/Commission/Committee Workplan meeting does not count toward the four-meeting
minimum for these commissions.
