PLEASANTONo CITY COUNCIL AGENDA REPORT
Item #2
June 16, 2026
Library and Recreation
TITLE: INTRODUCE AN ORDINANCE UPDATING THE PLEASANTON MUNICIPAL
CODE TITLE 2 TO MODIFY THE DUTIES, FREQUENCY OF MEETINGS, AND
MAINTENANCE OF MEMBERSHIP FOR THE CIVIC ARTS, HUMAN SERVICES,
LIBRARY, AND PARKS AND RECREATION COMMISSIONS, AND MODIFY THE
MEMBERSHIP AND MEETING FREQUENCY FOR THE YOUTH COMMISSION
SUMMARY
In 2025, following the adoption of the Fiscal Year (FY) 2025-2027 biennial budget, which
reduced available resources supporting commissions and committees, the City Council
established an ad hoc subcommittee to evaluate the structure and sustainability of the City's
five advisory bodies managed by the Library and Recreation Department. This proposed
resolution (Attachment 1) reflects a collaborative process -drawing on input from staff,
commissioners, and the ad hoc subcommittee -to balance the meaningful contributions
advisory bodies make through subject-matter expertise and community voice with the practical
constraints of reduced staff resources.
RECOMMENDATION
Introduce an ordinance updating the Pleasanton Municipal Code Title 2 to modify the duties,
frequency of meetings, and maintenance of membership for the Civic Arts, Human Services,
Library, and Parks and Recreation Commissions, and modify the membership and meeting
frequency for the Youth Commission.
BACKGROUND
The City operates seven advisory commissions and two committees: the Civic Arts
Commission, Library Commission, Parks and Recreation Commission, Human Services
Commission, Youth Commission, Planning Commission, Energy and Environment
Commission, Economic Vitality Committee, and the Bicycle, Pedestrian, and Trails Committee.
These bodies provide advisory support to the City Council across a broad range of policy
areas.
In response to budget reductions that significantly reduced available resources supporting
commissions and committees, the City Council established an ad hoc subcommittee to
evaluate the structure and sustainability of the City's five advisory bodies managed by the
Library and Recreation Department. The ad hoc subcommittee met in October 2025,
December 2025, and April 2026 to review potential adjustments to the Civic Arts, Human
Services, Library, Parks and Recreation, and Youth Commissions.
At those meetings, the ad hoc subcommittee identified key priorities:
•Commissioners should bring passion and expertise, conduct research, and provide the
City Council with actionable policy recommendations.
ATTACHMENT 1
