• State of California Business and Transportation Agency
Memorandum
To Date June 30, i982
File No.:
Subject: T_4,"GETVCY AGREE=NT FOR
IiAZAFwGuS MATERIAL SPILLS
From : Department of California Highway Patrol
I. Introduction
A. Statutory requirements establish responsibility for the handling of
hazardous material spills to the California highway Patrol when they
occur on:
1. Free,v.ays
2. County roads
3. State toll crossings
Southern Alameda County consists of 135 miles of freeway and 535 miles
of County roads. These roadways bind the social and economic endeavors
of eight municipalities and the remaining County area.
It is axiomatic that hazardous spills do not resz, ect 4urisdictioral
boundaries. A hazardous material spill requires a coordinated r2spGnse
by all emergency persoranel. The initial action undertaken by the agency
first on the scene will often determine the magnitude of the damage and
e;qpense caused by an accidental product release.
II. Pur~ose
A. The interagency agreement will assure that emergency response personnel
arriving at an incident will understand their responsibilities and the
line of authority commensurate with statutory requirements and their
area of expertise.
CH?51 RE.. 5 .v.
