The
proposed agreement with West Yost would implement a key recommendation from the City’s
2024 SCADA Management Plan to develop formal SCADA standards that promote
consistency, security, and reliability across the system.

The agreement would also provide planning-level technical support to the City’s Information
Technology (IT) Department to advance recommended near-term system resilience projects,
including relocation of the backup core SCADA server, improvements to remote access, and
operational technology (OT) system monitoring. West Yost is familiar with the City's existing
SCADA system based on its prior work on the City’s SCADA Management Plan, and the
sensitive nature of the operational technology and cybersecurity issues involved warrants
continuity in consultant services.

RECOMMENDATION
Authorize the City Manager to execute an agreement with West Yost for the development of
SCADA standards in an amount not to exceed $349,693.

BACKGROUND
Supervisory Control and Data Acquisition (SCADA) systems are used to monitor and control
critical infrastructure processes. The City uses its SCADA system to monitor and control its
water, recycled water, sewer, and storm drainage systems, including pump stations, storage
tanks, and other remote facilities. SCADA provides operators with real-time system data,
alarms, and remote operational control, supporting reliable service delivery, timely response to
system issues, and more efficient day-to-day operation of the City’s utility systems.

In 2024, West Yost prepared a SCADA Management Plan for the City that established a
baseline assessment of the existing SCADA system, identified key gaps and vulnerabilities,
recommended improvements, and outlined a phased implementation plan. The first project
recommended in the management plan is the development of formal SCADA standards to
provide consistency across the City’s system. The management plan also recommended near-
term projects critical to improving system resilience, including relocation of the backup core
SCADA server, improvements to remote access, and implementation of OT system monitoring.
This agreement with West Yost would assist the City in implementing these recommendations.

Docusign Envelope ID: C46F6467-48FC-8755-8247-09E863327CA7Docusign Envelope ID: A1F306CD-3D85-8219-8045-1E730ABF3862
