IN
THE AMOUNT OF $293,007 FOR THE ANNUAL SLURRY SEAL PROJECT, CIP
NO. 25504, AND APPROVE BUDGET AMENDMENTS IN THE GAS TAX FUND

SUMMARY
This project applies slurry seal on existing pavement to prolong the useful life of the existing
street infrastructure while providing a safe and smooth riding condition. Slurry seal is an
application of a thin coat of asphalt/aggregate slurry mixture that seals the road surface. The
project was designed in-house, then competitively bid for construction. Staff recommends the
City Council award the construction contract to the lowest responsible bidder, Sierra Nevada
Construction, Inc. in the amount of $293,007.

RECOMMENDATION
1. Approve plans and specifications, review bids, and award a construction contract for the
Annual Slurry Sealing of Various Streets Project, CIP No. 25504, to Sierra Nevada
Construction, Inc., of Sparks, NV, for the low bid amount of $293,007.
2. Authorize the City Manager to enter into the construction contract with Sierra Nevada
Construction, Inc.
3. Authorize the Director of Public Works to approve and execute contract change orders
for a project contingency amount not to exceed $29,301 (approximately 10 percent of
the contract).
4. Approve budget amendments in the Gas Tax Fund (Fund 160), transferring $400,000
from the Annual Slurry Sealing of Various Streets Project, (CIP No. 25504), to the
Annual Street Resurfacing & Reconstruction Project, (CIP No. 25503).

BACKGROUND
The City has two annual projects designed to maintain roadway infrastructure: the Annual
Street Resurfacing and Preventative Maintenance Project and the Annual Slurry Seal of
Various Streets Project. The first project resurfaces various roadways by overlaying the
existing pavement with a new layer of asphalt concrete, while the other project slurry seals (i.e.
applies a thin coat of asphalt/aggregate slurry mixture that seals the road surface) a different
set of roadways. The resurfacing project is considered a street reconstruction project, while the
slurry project is a preventative maintenance project. Together, these projects are designed to
maintain the City’s roadway pavement condition.

Slurry seal is placed on streets that are in good condition to seal the street before surface
deterioration occurs, preventing water from penetrating the roadbed and causing premature
roadway failure. Slurry seal treatments are expected to last six to eight years, depending on
Page 125 of 249
