Carlson Management is proposing to provide Bill Carlson to fill both roles. He is familiar with
the City’s policies and procedures as he has previously provided staff augmentation services
within the Engineering Division and can quickly take over the responsibilities. A call for
available staff with all of the City’s current on-call consultants was made, for which the firms
reported limited staff availability over the next few months and confirmed they were not able to
provide the necessary staff time to meet the project demands.

Recruitments to backfill the vacant positions are underway, but due to an industry-wide labor
shortage of qualified engineers, it will take longer than usual to complete the hiring process.

EQUITY AND SUSTAINABILITY
Staff followed the City Procurement Policy for purchasing procedures and previous City
Council approved provisions to develop this recommendation.

OUTREACH
No outreach other than contacting the on-call consultants was conducted as this was a routine
matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton strategic plan goal of Investing in Our
Environment, Strategy 1 – Implement the Four-Year Capital Improvement Program (CIP) to
complete the design and construction of budgeted capital projects.

FISCAL IMPACT
Salary savings from the vacant Associate Civil Engineer and Construction Inspector positions
will fund the professional services agreement with Carlson Management under the Public
Works’ operating budget for professional services. The contract is for time and material
services and is not to exceed $282,500. Upon filling the vacant positions, the contract will be
terminated.

Prepared by: Submitted by: Approved by:

Adam Nelkie, Assistant Dir.
of Public Works -
Engineering
Siew-Chin Yeong, Director of Public
Works

Gerry Beaudin, City
Manager

Attachments:
1.
