Item #16
CITY COUNCIL AGENDA REPORT
April 15, 2025
Community Development
TITLE: REVIEW OF THE ZONING ADMINISTRATOR'S APPROVAL OF A SIGN DESIGN
REVIEW APPLICATION (P24-0731) TO INSTALL NEW MONUMENT, WALL,
CANOPY, AND PUMP SIGNAGE AS PART OF A REBRANDING FOR THE GULF
GAS STATION LOCATED AT 4212 FIRST STREET
SUMMARY
Review of a Sign Design Review (SDR) approval to allow the installation of new monument,
wall, canopy, and pump signage as part of a rebranding for the Gulf gas station located at
4212 First Street (former Shell gas station). Without an approved master sign program, the
requested signage changes require SDR approval. The Zoning Administrator approved the
SDR application (P24-0731) on January 30, 2025, subject to conditions of approval. Pursuant
to PMC Section 18.144.010 City Council Review, on March 4, 2025, a City Council member
requested a review of the Zoning Administrator's action. Accordingly, the application is
presented for the City Council's review, which may confirm the Zoning Administrator’s approval
without changes, modify the approval (e.g., by modifying or adding conditions), or overturn the
Zoning Administrator’s decision (i.e., deny the SDR).
RECOMMENDATION
Adopt a resolution upholding the Zoning Administrator’s approval of Case No. P24-0731,
subject to the Conditions of Approval in Attachment 1, Exhibit A.
BACKGROUND
Design Review Process
The City's Municipal Code (PMC) Section 18.20.010.B.7. (Design Review) specifies the City's
Zoning Administrator shall review and make decisions regarding all signs. Determinations for
sign approvals are typically made in one of two ways:
1. Determination of conformance with an approved master sign program; or
2. Sign Design Review approval.
Master Sign Programs
If a sign is proposed within a project area with an approved master sign program (e.g., a
shopping center, office/business park, corporate headquarters/campus, etc.), the review
process is clear. The Zoning Administrator reviews the proposed signage against the criteria
specified in the master sign program, and if the proposed signage meets the criteria, the
proposed signage is approved ministerially and any required construction permits may be
applied for by the applicant. If the proposed signage is found not to conforman with the
approved master sign program, it is rejected by the Zoning Administrator, and the applicant is
directed to correct the deficiencies prior to requesting approval.
The City has approved several master sign programs citywide, some of which are outdated
Page 193 of 223
ATTACHMENT 2
