Construction occurred in two
phases: the plaza was constructed in November 2025, followed by the installation of the
musical equipment and trees in May 2026. The project is now complete to the satisfaction of
the Director of Public Works, for a total project cost of $56,521.

BACKGROUND
On July 15, 2025, the City Council approved a funding appropriation of $60,000 for installation
of the Don Lewis Harmonic Symphony public art project at Delucchi Park. In September 2025,
the City solicited three informal bids from contractors with prior experience working for the City.
The City Manager administratively awarded a contract to Integra Construction Services, Inc., in
accordance with the City’s Purchasing and Procedures Policy, for $50,021, including a
construction contingency of $7,500.

DISCUSSION
The first phase of the project, construction of the concrete plaza and art pedestal, was
completed in November 2025 to allow the concrete to fully harden. In late January 2026, staff
approved a change order for $6,500 for the installation of two concrete trash pads and removal
and replacement of several irrigation valve boxes. The change order work, installation of the
musical play equipment, and the trees were completed in May 2026 in preparation for the
installation of the Don Lewis Harmonic Symphony sculpture. The sculpture arrived and was
installed on June 4, 2026. A dedication ceremony was held that same day.

EQUITY AND SUSTAINABILITY
Approval of this action advances the Climate Action Plan (CAP 2.0) in Transportation and
Land Use by providing greater park accessibility for all users.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

FISCAL IMPACT
The total budget for the project was $70,461, consisting of $60,000 appropriated by the City
Council from the Public Facilities Impact Fee Fund (Fund 203) and $10,461 in Alameda
County park impact fees designated specifically for Lions Wayside and Delucchi Parks. The
total project cost for the Delucchi Park Musical Plaza project, CIP No. 26788, was $56,521,
Page 261 of 344
