Item #7
CITY COUNCIL AGENDA REPORT

September 1, 2026
Public Works - Engineering Division

TITLE: ACCEPT PUBLIC IMPROVEMENTS PERFORMED BY PARK PLANET, INC., FOR
THE ANNUAL PLAYGROUND RENOVATIONS PROJECT, CIP NO. 25745, TO
RENOVATE THE PLAYGROUND AT MOLLER PARK

SUMMARY
The Annual Playground Renovations Project, CIP No. 25745, included the design, fabrication,
and installation of replacement play equipment at Moller Park. Installation occurred from
January through July 2026. The project is now complete to the satisfaction of the Director of
Public Works, for a total project cost of $177,018.

BACKGROUND
The Moller Park playground was identified as one of the oldest playgrounds in the city with the
greatest need of replacement play equipment as part of the 2025/26 Capital Improvement
Program (CIP) work plan. In March 2025, the City issued a Request for Qualifications (RFQ)
for the play equipment replacement. On April 30, 2025, the City received five qualification
packages. Park Planet was selected based on the quality of the design, the amount and quality
of equipment provided within the available budget, and the company’s capabilities. Staff
conducted public outreach in May 2025.

On October 7, 2025, the City Council authorized a professional services agreement with Park
Planet for the design, fabrication, and installation of new play equipment for $166,251, with an
approved construction contingency of $16,625, or approximately 10 percent. Construction
began in January 2026.

DISCUSSION
Installation of the Moller Park play equipment was substantially completed on February 6,
2026. Following installation, several storms caused minor flooding within the playground area.
On May 6, 2026, staff approved a change order for drainage improvements totaling $9,600.
The contractor completed the drainage improvements and all remaining punch list items in July
2026.

EQUITY AND SUSTAINABILITY
Approval of this action advances the Climate Action Plan (CAP 2.0) in Transportation and
Land Use by providing greater park accessibility for all users.

OUTREACH
Construction notifications were sent to all properties within 300 feet of Moller Park, and
construction signs were posted within the park.
