1 <br />Housing Element Implementation <br />Program 7.6.8, Rezoning <br />(P26-0255) <br />City Council <br />September 1, 2026 <br />Purpose and Requested Action <br />City Council rezone two properties to allow up to ten units on each property, as <br />implementation of Housing Element Program 7.6.8 by taking the following actions: <br />• Adopt a resolution 1) amending the General Plan land use designation for 1225 <br />Hopyard Road and 4100 First Street from Public and Institutional (P&I) to High <br />Density Residential (HDR), and 2) the Downtown Specific Plan land use <br />designation for 4100 First Street from Public (P) to High Density Residential <br />(HDR); and <br />•Introduce Ordinances to re-zone a portion of each property to Planned Unit <br />Development-High Density Residential (PUD-HDR), allowing up to 10 residential <br />units on each property, as implementation of Housing Element Program 7.6.8 <br />1 <br />2 <br />Page 328 of 344
