In October 2025, the City Council adopted new water rates
for the next four years, beginning in January 2026. The adopted rates were based on revenue
adjustments of 15% increases in each of Calendar Year 2026 and 2027, and 8% increases in
each of Calendar Year 2028 and 2029. The adopted rate structure also made changes to create
a uniform rate structure for all customer classes and to allow for full recovery of Zone 7’s fixed
costs, by providing for a pass-through to the City’s customers. The adopted rates assumed a
5% increase in Zone 7’s costs each year, however, these rates are subject to change based on
actual costs set by Zone 7 each year.

Billing and Collection

Water Service Charges. Water service charges are collected by the City and billed,
together with wastewater service charges, on a bi-monthly basis by the City. Bills are due and
payable within 30 days of the date of the bill. If payment is not received, a 10% late fee is
assessed; then a final notice is sent, after which the account is sent to a collection agency. The
City is authorized to disconnect water service in the event of a failure to pay water service
charges.

Affordability Assistance. Those who are enrolled in the PG&E CARE Program and
who qualify or use at or below 24 CcF of water every bi-monthly billing period are discounted
30%. The portion not paid by the customer is contributed by the City’s general fund.
