ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 113
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
prepared for the proposed project by ENGEO Incorporated can be found in Appendix A; it contains
site-specific recommendations for project design and construction that the proposed project would be
required to implement. Additionally, ENGEO Incorporated prepared a response to geotechnical peer
review comments provided by the City (Appendix A). No new geologic hazards were identified as a
result of the peer review process. Therefore, the proposed project would not introduce new significant
impacts or create substantially more severe significant impacts than those previously identified in the
Prior FEIR. No additional analysis is required.
e) Septic Tanks
Would the project: Have soils incapable of supporting the use of septic tanks or other
alternative wastewater disposal systems where sewers are not
available?
Prior FEIR Conclusions
The Prior FEIR confirmed that the County Project would include the development of a WWTP on
approximately 1 acre. The WWTP would be a package membrane bioreactor WWTP that would treat
approximately 50,000 gallons per day (gpd) of wastewater. The WWTP would include an influent
pump station, a headworks facility, odor control, a membrane bioreactor facility, ultraviolet
disinfection, an effluent and recycled water pump station and pipelines, solids handling, a chemical
facility, administration, laboratory, operations, and maintenance. The proposed WWTP would not rely
on subsurface disposal and would produce disinfected tertiary recycled water as defined in California
Code of Regulations, Title 22, Section 60301.230. All recycled water discharged from the WWTP
would be treated pursuant to applicable State laws and regulations, and the project applicant would
be required to file a Notice of Intent under the Statewide General Recycled Water Order. With respect
to Alternative 2, the Prior FEIR determined that construction of the WWTP would not occur because
Alternative 2 would connect to the City’s sanitary sewer system, reducing any potential impacts
related to alternative wastewater disposal systems. Therefore, the Prior FEIR concluded that impacts
associated with the County Project and Alternative 2 would be less than significant. (Draft EIR, pp.
3.6-22, 6-14).
Proposed Project Analysis and Conclusion
In contrast to the County Project, sanitary sewer services for the proposed project would be provided
by the City, and the off-site WWTP and associated improvements would not be constructed. As such,
the proposed project would have no impact related to the use of septic tanks or alternative
wastewater disposal systems. Therefore, the proposed project would not introduce new significant
impacts or create substantially more severe significant impacts than those analyzed in the Prior FEIR.
No additional analysis is required.
