ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

2 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
(1) Substantial changes are proposed in the project which will require major revisions of the
previous EIR or ND due to the involvement of new significant environmental effects or a
substantial increase in the severity of previously identified significant effects; 1
(2) Substantial changes occur with respect to the circumstances under which the project is
undertaken which will require major revisions of the previous EIR or ND due to the
involvement of new significant environmental effects or a substantial increase in the severity
of previously identified significant effects; or
(3) New information of substantial importance, which was not known and could not have been
known with the exercise of reasonable diligence at the time the previous EIR was certified as
complete or the ND was adopted shows any of the following:
A. The project will have one or more significant effects not discussed in the previous EIR or
ND;
B. Significant effects previously examined will be substantially more severe than shown in
the previous EIR or ND;
C. Mitigation measures or alternatives previously found not to be feasible would in fact be
feasible, and would substantially reduce one or more significant effects of the project, but
the project proponents decline to adopt the mitigation measure or alternative; or
D. Mitigation measures or alternatives which are considerably different from those analyzed
in the previous EIR or ND would substantially reduce one or more significant effects on
the environment, but the project proponents decline to adopt the mitigation measure or
alternative (CEQA Guidelines, Section 15162 (a); see also Public Resources Code,
Section 21166).
The Prior FEIR was certified by the County’s Planning Commission on January 5, 2026, in
compliance with CEQA. Subsequently, the County Project was appealed by the Zone 7 Water
Agency; however, the County’s Board of Supervisors denied the appeal on February 10, 2026,
upholding the County Planning Commission’s approval of the County Project and certification of the
Prior FEIR.
On February 4, 2025, the Pleasanton City Council discussed the proposed project and directed City
staff to process the annexation and development applications for this project.2 This Addendum has
been prepared to address minor revisions to the proposed project associated with the proposed
annexation of the project site to the City. With the annexation, the City would assume land use
jurisdiction over the proposed project and would rely on the Prior FEIR as the primary environmental
document, with the City serving in the role of the Lead Agency. Pursuant to CEQA Guidelines Section
15164, this Addendum evaluates the proposed changes and documents the basis for the conclusion
that the proposed changes would not result in new significant environmental impacts or a substantial
increase in the severity of previously identified impacts, and further, that no new information of

1 CEQA Guidelines Section 15382 defines “significant effect on the environment” as “ . . . a substantial, or potentially
substantial adverse change in any of the physical conditions within the area affected by the project, including land, air,
water, minerals, flora, fauna, ambient noise, and objects of historic or aesthetic significance . . .” (see also PRC § 21068).
2 City of Pleasanton. 2026.
