ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

146 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
and apartments) in addition to religious facilities, schools, daycare facilities, and other community
facilities. The proposed project would also include pre-zoning of the project site to PUD-MDR to be
consistent with the proposed project’s density and General Plan land use designation. The purpose of
the PUD district, as stated in the Municipal Code, is to ensure that the goals and objectives of the
City's General Plan are promoted without discouraging innovation by application of restrictive
developmental standards.
The proposed project would be designed in accordance with the City General Plan and Zoning
Ordinance and would be consistent with the development standards and allowed uses of the MDR
designation and the PUD-MDR zone. Consistent with the impact conclusion of the Prior FEIR, the
proposed project would not conflict with any land use plan, policy, or regulation adopted for the
purpose of avoiding or mitigating an environmental effect. The proposed project would comply with
applicable provisions of the CBC and General Plan policies designed to protect the environment.
Additionally, please refer to Appendix C for a consistency analysis of applicable policies from the
General Plan.
The City has also established noise land use compatibility standards for new land use development.
For new single-family residential development, the City’s “normally acceptable” standard is 60 A-
weighted decibel (dBA) Ldn for exterior noise in private or shared outdoor use areas excluding front
yards. This means that the specified land use would be considered satisfactory for that noise
environment, based upon the assumption that any buildings involved are of normal conventional
construction, without any special insulation requirements. As noted in the noise analysis prepared for
this project, the measured existing ambient noise levels are 59 dBA CNEL next to roadway segments
adjacent to the project site.39 Furthermore, the project site is located well outside the 55, 60, and 65
dBA CNEL noise contours shown in the ALUCP. Therefore, the existing ambient noise environment
meets the City’s “normally acceptable” standard noise land use compatibility standard of 60 dBA Ldn
for single-family residential development as measured at any point on the project site and no
additional noise insulation would be required beyond compliance with standard CBC requirements to
meet the interior noise standard of 45 dBA Ldn. As such, consistent with the conclusion in the Prior
FEIR, impacts would be less than significant. Therefore, the proposed project would not introduce
new significant impacts or create substantially more severe significant impacts than those previously
identified in the Prior FEIR. No additional analysis is required.
Zone 7 Stormwater Option
The Zone 7 Stormwater Option would not result in any new or more severe land use impacts because
it would not change approved land uses, land use designations, or zoning, nor introduce new
development or intensify existing uses, and was considered in the Prior FEIR. Discharging treated
stormwater to land east of El Charro Road would not physically divide an established community or

39 CNEL is the Community Noise Equivalent Level, which is a weighted average that applies a 5 dBA penalty to noise
between 7:00 p.m. and 10:00 p.m. and a 10 dBA penalty between 10:00 p.m. and 7:00 a.m. Ldn is the day/night
equivalent noise level average that only applies a 10 dBA penalty to noise between 10:00 p.m. and 7:00 a.m. CNEL and
Ldn are within one dBA of each other and are normally interchangeable.
