ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 151
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
Discussion
a) Noise Levels in Excess of Adopted Standards
Would the project result in: Generation of a substantial temporary or permanent increase
in ambient noise levels in the vicinity of the project in excess
of standards established in the local general plan or noise
ordinance, or applicable standards of other agencies?
Prior FEIR Conclusions
The Prior FEIR found that construction activities, particularly grading and site preparation, would
generate temporary noise levels up to 78 dBA 8-hour equivalent sound level (Leq(8-hr)) at the nearest
sensitive receptor, located approximately 35 feet from the construction zone. These levels would be
intermittent and would decrease as equipment moves across the project site. These reasonable
worst-case construction noise levels are below the adopted Federal Transit Administration (FTA )
daytime 8-hour average threshold for receiving residential land uses of 80 dBA Leq(8-hr) but would
exceed the nighttime threshold of 70 dBA Leq(8-hr). Therefore, MM NOI-1 was imposed, which requires
restricting construction to daytime hours and implementing BMPs, such as mufflers, equipment
maintenance, and strategic placement of staging areas. Therefore, the Prior FEIR concluded that
construction noise impacts would be less than significant with mitigation incorporated.
The Prior FEIR also determined that operational impacts would be less than significant because
project operational noise levels would not result in a substantial permanent increase in ambient noise
levels in the vicinity of the project in excess of established standards, which consisted of compliance
with General Plan Policy EC-1.2. This policy identifies that a significant noise impact would occur if a
project would result in an increase by 5 dBA Ldn or more where noise levels would remain “Normally
Acceptable”; or result in an increase by 3 dBA Ldn or more where noise levels would equal or exceed
the “Normally Acceptable” level. Stationary source noise impacts would also occur if they exceeded
daytime or nighttime noise performance standards of 50 dBA and 45 dBA Leq, respectively. The
analysis identified that mobile noise source increases would be below the applicable 5 dBA increase
threshold and the stationary noise sources would range up to 44 dBA Leq outside of the nearest
receiving residential land uses, which is less than the noise performance thresholds. Therefore, the
Prior FEIR concluded that operational noise impacts would be less than significant without mitigation.
(Draft EIR, pp. 3.12-19, 6-17).
Proposed Project Analysis and Conclusion
Construction Noise Impacts
The project site is proposed to be annexed into the City. According to Section 9.04.100 of the
Municipal Code, construction noise is exempt from the noise performance standards of the Noise
Ordinance between the hours of 8:00 a.m. and 8:00 p.m. daily, except Sunday and holidays, when
the exemption shall apply between 10:00 a.m. and 6:00 p.m., provided the construction activity meets
at least one of the following noise limitations:
