Land uses
allowed within this designation include single-family detached and attached homes, multiple family
residential units, group quarters, public and quasi-public uses, limited agricultural uses, community
and neighborhood commercial uses, neighborhood support uses, and similar compatible uses.7
The LPA designation allows for agricultural uses, along with the construction of one single-family
home per parcel.8 Existing land use designations for the project site and surrounding parcels are
shown in Exhibit 3.
Zoning
The project site does not currently have City-designated zoning. The project site is zoned Agriculture
(A) by Alameda County (Exhibit 3).9 The County “A” districts are established to promote
implementation of general plan land use proposals for agricultural and other nonurban uses, to
conserve and protect existing agricultural uses, and to provide space for and encourage such uses in
places where more intensive development is not desirable or necessary for the general welfare.10
2.2 - Project Background
2.2.1 - Arroyo Lago Residential Project Environmental Impact
Report
The County certified the Arroyo Lago Residential Project Final Environmental Impact Report (SCH
No. 2023050339) (Prior FEIR 11) on January 5, 2026. Subsequently, the County Project was appealed
by the Zone 7 Water Agency; however, the County’s Board of Supervisors denied the appeal on
February 10, 2026, upholding the County Planning Commission’s approval of the County Project and
certification of the Prior FEIR. The Prior FEIR evaluated development of up to 194 dwelling units with
approximately 25 percent of those units (49) being designed with junior Accessory Dwelling Units
(junior ADUs), and related on- and off-site infrastructure including an approximately 1-acre
Wastewater Treatment Plant (WWTP), an approximately 0.4-acre water storage and booster pump

7 County of Alameda. 1994.
