ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 53
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
corner of the project site, following the existing utility road, to Mohr Avenue to access the existing
sewer line. Sanitary sewer service throughout the project site would be provided in 8-inch diameter
sanitary sewer lines under the proposed internal streets.
Solid Waste, Organics, and Recycling Collection
The proposed project would be served by the PGS, which would provide weekly solid waste,
organics, and recycling services.
Power and Telecommunications
Electric and gas services for the proposed project would be provided by Pacific Gas and Electric
Company (PG&E). Ava Community Energy (Ava) would provide electricity generation services, while
PG&E would provide transmission and delivery services for electricity to the project site. The
proposed project would be served by existing utility lines on the north side of the project site and
along Busch Road. Both power lines are currently located above ground but would be moved
underground as part of the proposed project. AT&T would provide phone services, and Comcast
would provide phone and high-speed internet services.
2.3.8 - Phasing and Construction
For the purposes of this analysis, construction of the proposed project components and off-site
improvements is anticipated to occur over a period of approximately 4 years, starting in June 2026
and ending in September 2030.20 All site preparation and grading for the entire project site could also
be completed at this time. Grading and site preparation would include the import of approximately
150,000 cubic yards fill; in connection therewith, as previously described and considered in the Prior
FEIR, the project applicant intends to commence with surcharging of the project site under an
approved County permit as soon as June 2026, via the shifting of dirt from an on-site borrow pit to
another on-site location where it would be loaded upon the imported fill to accelerate soil
consolidation and improve the soil’s bearing capacity. The amount of import would be slightly less
than contemplated in the Prior FEIR because the proposed project would not raise the elevation of
the building pads adjacent to the existing Villages at Ironwood residential community to the same
extent as the County Project, thereby reducing the need for imported fill relative to what was
previously assumed. The preliminary construction schedule is provided in Table 4.

20 If construction begins at a date later than the timeframe assumed for this analysis, the conclusions herein would continue
to be conservative. This is because regulatory requirements applicable to construction equipment—such as off-road
diesel engine standards, on-road vehicle emission standards, and other California Air Resources Board (ARB) or local air
district rules—become more stringent over time. As a result, future construction equipment fleets generally emit fewer
criteria air pollutants and greenhouse gases than those assumed in this evaluation. Therefore, delaying construction
would not increase environmental impacts and would, in most cases, reduce them relative to the assumptions used in
this analysis.
