ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

80 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
Additionally, the Prior FEIR identified Vulcan Materials Company (501 El Charro Road, Pleasanton,
94588), located approximately 1.5 miles east of the project site, as a potential odor producer. Public
records retrieved from the Bay Area Air District show that one odor complaint was made in August
2025, and the Bay Area Air District reporting inspector subsequently informed Vulcan Materials
Company of this complaint. However, an updated public records request conducted in April 2026 (the
latest available at the time of writing) indicates that no additional odor complaints had been filed for
Vulcan Materials Company since then. Based on the odor guidelines by the Bay Area Air District, odor
impacts would be significant if more than five confirmed odor complaints are received for a facility or
location per year, averaged over the past three years. Therefore, Vulcan Materials Company currently
does not present a significant odor impact to nearby sensitive receptors. Should Vulcan Materials
Company cause any nuisance for future residents, Vulcan Materials Company would be required to
comply with the Bay Area Air District Regulation 1 Rule 301 (odorous emissions) and implement
applicable control measures to reduce the odor impacts. Based on the absence of documented
complaints and the regional wind conditions, substantial odor impacts on future residents are not
anticipated, and impacts would be less than significant.
In summary, consistent with the Prior FEIR’s conclusions, construction and operation of the proposed
project would not result in emissions adversely affecting a substantial number of people; impacts
would be less than significant.
Therefore, the proposed project would not introduce new significant impacts or create substantially
more severe significant impacts than those previously identified in the Prior FEIR. No additional
analysis is required.
Zone 7 Stormwater Option
The Zone 7 Stormwater Option would not result in any new or more severe air quality impacts since it
was previously considered in the Prior FEIR. The configuration would eliminate the need for
construction and operation of the detention basin, pump facilities, and storm drain force main, thereby
incrementally reducing construction-related equipment use and associated emissions; however, all
mitigation measures would remain applicable to the proposed project. Consistent with the evaluation
in the Prior FEIR, operation of the Zone 7 Stormwater Option would not generate new stationary or
mobile sources of air emissions. Accordingly, air quality impacts would remain less than significant
and consistent with the conclusions of the Prior FEIR.
Mitigation Measures
MM AIR-1 Implement Bay Area Air District Best Management Practices to Control Dust
During Construction
The following dust control measures, as recommended by the Bay Area Air Quality
Management District (Bay Area Air District), shall be included in the design of the
proposed project and implemented during construction:
