This report shall include the types of investments, the amount of money invested with
various institutions, purchase and maturity dates, and yield on investments. The Director of
Finance affirms that the investment portfolio complies with the investment policy and will meet
cash flow needs for the next six months.

This report also includes check and electronic payment information for July 2026.

DISCUSSION
The monthly disbursements and investment report provides transparency of the City’s
financial transactions and payments for review by the City Council.

The City has transitioned to a new reporting format that incorporates Chandler Asset
Management's Investment Report, beginning with the report for the quarter ended March
2026. The average purchase yield (also known as book yield) indicates the annual rate at
which the City is currently earning income. The average market yield indicates the average
rate at which new and maturing funds are reinvested. The City uses total return to
demonstrate how the portfolio has grown over time. Total return includes growth from income
(including accrual), realized gains and losses as a result of a sale before maturity, and
unrealized gains and losses (gains and losses on paper) as a result of changes in market
value. Total return is compared to the City’s risk and performance measuring benchmark that
is similar in duration to the City’s portfolio duration: ICE BofA 1-5 Year Unsubordinated US
Treasury & Agency Index.

The total investment portfolio (market value) consists of $202,643,140 managed by Chandler
Asset Management, and $54,422,471 invested by the City in Local Agency Investment Fund
(LAIF) and Certificates of Deposit. The average market yield of the Chandler portfolio and the
City Managed Investments were 4.42% and 3.83% respectively. These figures reflect the rate
Page 32 of 318
