Item #11
CITY COUNCIL AGENDA REPORT

September 15, 2026
Library and Recreation

TITLE: ADOPT A MEMORIAL BENCH POLICY

SUMMARY
Staff receives regular inquiries from the community about the opportunity for memorial
benches in our parks and trails. The proposed Memorial Bench Donation Policy establishes
guidelines, standards, and procedures for the installation and care of memorial benches
donated to the City of Pleasanton to manage aesthetic impacts, mitigate ongoing maintenance
costs, and identify available locations within City parks and trails.

BACKGROUND
Currently, the City does not have a standard process for the purchase and installation of
Memorial Benches. This is done one by one. The draft policy (Attachment 1), was reviewed by
the Parks and Recreation Commission on August 13, 2026.

BOARD/COMMITTEE/COMMISSION ACTION
At the August 13, 2026 Parks and Recreation Commission meeting, the commission voted
unanimously to recommend that the City Council adopt the proposed Memorial Bench Policy
(Attachment 1).

DISCUSSION
Adopting a policy allows for a more efficient and customer-friendly approach to memorial
benches within the City. By identifying locations, benches, and costs, the process is
streamlined and more user-friendly.

The proposed fee of $5,000 covers all costs associated with the purchase, installation, and
maintenance of the bench for 15 years.

OUTREACH
No outreach was conducted for this item.

FISCAL IMPACT
It is anticipated that the revenue generated by the $5,000 fee will offset the expenses
associated with this program.

RECOMMENDATION
Adopt a Memorial Bench Policy.
