City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

59
Environmental Issue
Area
Prior FEIR
Determination
New or More
Severe
Impacts?
New
Circumstances
Involving New
or More Severe
Impacts?
New
Information
Requiring New
Analysis or
Verification?
Applicable
Mitigation
Measures
evidence, to be
significant
pursuant to criteria
set forth in
subdivision (c) of
Public Resources
Code Section
5024.1.

a) Historical Resources
Would the project: Cause a substantial adverse change in the significance of a
historical resource pursuant to Section 15064.5?
Summary of Prior FEIR
The Prior FEIR concluded that although construction activities associated with
General Plan buildout could potentially affect known historic or cultural
resources, federal, State, and local laws, as well as the goals, policies, and
programs included in the General Plan, would reduce any potential impacts
to such resources to a less than significant level.
Proposed Project Analysis and Conclusion
The proposed sites are located within similar urban/developed areas
compared to those evaluated in the Prior FEIR. These areas may contain
potentially historic resources that may be impacted by development
consistent with the proposed project. Consistent with the Prior FEIR, the
potential to impact historical resources over 45 years in age at the time an
application is deemed complete would be required to undergo project-
specific environmental review in compliance with CEQA Guidelines Section
15064.5 to determine whether the building or structure may be a historic
resource, and take appropriate action, such as requiring additional site-
specific or project-specific measures to reduce any potential impacts. The
Prior FEIR concluded that future development within the proposed sites would
be required to comply with adopted State, federal, and local laws to protect
historical resources. Implementation of General Plan programs and policies,
such as Program 5.1 to 5.3 and Policy 1, Municipal Code Section 18.140.030,
and project-specific environmental review would ensure that impacts to
historical resources would be less than significant. Therefore, the proposed
