City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

68
Proposed Project Analysis and Conclusion
As explained in Section 2, Project Description, maximum buildout of the
proposed sites is within the scope of and would result in fewer housing units
than what was analyzed in the certified Housing Element Update FEIR. The
proposed sites are expected to be developed under separate projects over
the longer-term future and may be subject to future project-level CEQA
analysis.
Construction
Like the development analyzed in the Prior FEIR, construction of future
development on the proposed sites would require the use of heavy-duty
construction equipment and vehicles and would be associated with worker
commute trips and materials delivery. These activities would consume diesel
fuel, gasoline, and electricity (for limited on-site uses such as lighting or small
tools).
Energy use during construction would be temporary in nature, and
equipment used would be typical of construction projects in the region.
Construction contractors would be required to demonstrate compliance with
applicable ARB regulations that restrict the idling of heavy-duty diesel motor
vehicles and govern the accelerated retrofitting, repowering, or
replacement of heavy-duty diesel on- and off-road equipment.
Development within the proposed sites would also be required to comply
with CALGreen construction waste management practices to recycle 65
percent of all construction and demolition debris.
It is anticipated that the fuel efficiency of the construction vehicle fleet
would increase over time due to advancement in technologies and
regulations. As such, the amount of fuel consumed during construction would
decrease over time. In addition, the construction of future development
consistent with the proposed project would not be unusual as compared to
the local and regional demand for energy resources. There are no unusual
project characteristics indicating construction equipment would be less
energy-efficient than at comparable construction sites in the region or State.
Therefore, construction-related impacts would be less than significant. The
proposed project would not result in a new or more severe adverse impact
that was not previously identified and disclosed in the Prior FEIR. No further
analysis is required.
