City of Pleasanton—Additional Housing Sites Rezonings Project
CEQA Guidelines Section 15164 Addendum Addendum

121
maintain adequate park and recreation service levels. These include
provision of parkland, expansion of open space, and development of new
park and recreation facilities as part of long-term community planning goals.
The General Plan incorporates a comprehensive system of parks, open
space, and recreational opportunities, and includes standards and planning
mechanisms to ensure that recreational resources keep pace with growth.
While construction of recreational facilities has the potential to result in
environmental impacts, the EIR concludes that these effects would be
addressed through existing regulations, environmental review requirements,
and General Plan policies governing siting, design, and mitigation. The EIR
also notes that new development would not overburden existing recreational
facilities in a manner that would cause or accelerate physical deterioration,
due to these policies and the distribution of recreational resources
throughout the Planning Area. The Prior FEIR concluded that impacts would
be less than significant.
Proposed Project Analysis and Conclusion
As explained in Section 2, Project Description, the proposed project would
apply a new General Plan overlay to and rezone three developed sites to
allow future residential development. Future residential development would
increase demand for parks and recreational facilities; however, such
demand would be consistent with the population growth evaluated in the
Prior FEIR and with the City's planning framework for accommodating future
growth. The proposed project would not create a need for recreational
facilities beyond those anticipated as part of planned growth within the City
(refer to Population and Housing discussion for additional information).
Therefore, impacts would be less than significant, and the proposed project
would not result in a new or more severe adverse impact that was not
previously identified and disclosed in the Prior FEIR. No further analysis is
required.
Conclusion
With regards to Recreation, the Addendum demonstrates that:
1. No new or more severe impacts related to the proposed project or its
site have been identified.
2. There are no new circumstances involving new or more severe impacts
which were not discussed by the Prior FEIR.
