City of Pleasanton—Additional Housing Sites Rezonings Project
Addendum CEQA Guidelines Section 15164 Addendum

140
Environmental Issue
Area
Prior FEIR
Determination
New or More
Severe
Impacts?
New
Circumstances
Involving New
or More Severe
Impacts?
New
Information
Requiring New
Analysis or
Verification?
Applicable
Mitigation
Measures
landslides, as a
result of runoff,
post-fire slope
instability, or
drainage
changes?

a) Emergency Response/Evacuation Plan Consistency
Would the project: If located in or near State Responsibility Areas or lands classified as
very high fire hazard severity zones, substantially impair an
adopted emergency response plan or emergency evacuation
plan?
Summary of Prior FEIR
The Prior FEIR concluded that compliance with applicable federal, State, and
local laws and regulations, as well as General Plan policies and strategies,
would ensure that impacts from wildland hazards would be less than
significant.
Proposed Project Analysis and Conclusion
The proposed sites are located in primarily urban areas and are not located
within a State Responsibility Area (SRA) or a Very High Fire Hazard Severity
Zone (VHFHSZ). Like other developments, future development on the
proposed sites would be required, as applicable, to prepare and implement
a construction traffic control/traffic management plan to ensure adequate
traffic flow and to keep key routes open during construction.
Additionally, future development would be required to demonstrate
compliance with applicable codes and regulations prior to project approval
and operation. Furthermore, the LPFD would review site plans to ensure
compliance with the City’s Fire Code and other applicable regulations
related to emergency evacuation prior to project approval. Individual
projects would be required to pay all applicable local and regional
transportation impact fees to fund the construction of planned roadway
improvements in the area as determined at the time of application.
Compliance with the General Plan, Municipal Code, ODS, and Tri-Valley
LHMP would ensure adequate emergency evacuation features. Therefore,
