P26-0258, 2709 Stoneridge Drive, Suite 110 Planning Commission
7 of 9
Based on the proposed maximum staffing and student composition, iCode School would
require six parking spaces, calculated as follows:
• Five employees: 5 parking spaces
• Two students in grade 10 or above: 1 parking space
• Total required: 6 parking spaces
Accordingly, the six parking spaces required by the PMC are less than the approximately nine
spaces that would proportionately correspond to the tenant space based on Pacific Pearl's
overall parking supply. More broadly, the required six spaces represent approximately one
percent of the 569 parking spaces available throughout the shopping center. Although parking
is shared and individual spaces are not formally allocated to tenants, these comparisons
demonstrate that adequate parking capacity exists to accommodate the code-required parking
demand associated with the tutoring facility.
Staff also considered parking and circulation demand associated with student drop -off and
pick-up, which is not specifically accounted for by the parking ratio in PMC Section
18.88.030(E). The applicant anticipates a maximum of 20 students arriving or depa rting at one
time and proposes to stagger class schedules with approximately 15- to 30-minute intervals
between sessions. Because most students are expected to be dropped off and picked up,
parent and guardian vehicles would generally occupy parking spaces only temporarily rather
than throughout the duration of a class. The applicant would also encourage carpooling.
Together, these operational measures would distribute vehicle arrivals and departures and
reduce the potential for short-term parking congestion during class transitions.
The size and configuration of the Pacific Pearl Shopping Center further reduce the potential for
parking conflicts. The center provides a substantial shared parking supply serving a mix of
commercial, restaurant, office, service, and educational uses with differing hours and periods
of peak parking demand. This allows available parking to be utilized by different tenants
throughout the day rather than requiring each use to maintain a separate, dedicated parking
supply. In addition, the PUD limits educational uses within Pacific Pearl to a cumulative
maximum of 5,000 square feet, thereby limiting the overall concentration of educational uses
and the associated potential for simultaneous student drop -off and pick-up activity.
Based on the parking requirement established by PMC Section 18.88.030(E), iCode School
would require six parking spaces. The shopping center contains 569 shared parking spaces,
and approximately nine spaces would proportionately correspond to the subject t enant space
based on the center-wide parking ratio. Staff therefore concludes that the proposed use
complies with the applicable PMC parking requirement and that sufficient parking is available
to accommodate the tutoring facility together with the existing uses within Pacific Pearl. With
the proposed staggered class schedules and other operational measures, staff does not
anticipate that student drop-off and pick-up activity would adversely affect parking availability
or circulation within the shopping center.
As an additional safeguard, the recommended conditions of approval would require the use to
operate consistent with the approved enrollment, staffing, and class scheduling assumptions
upon which the parking analysis is based. A condition would also authorize the Director of
Community Development to refer the CUP back to the Planning Commission if parking or
circulation problems attributable to the use arise in the future.
